British royal ladies (and a Queen of Prussia) back around 1805, all in gowns with the fashionable empire waistline popularized by and named for their arch enemy the Empress Josephine. Peter Edward Stroehling, painter (1768-ca. 1826). He started out painting in Russia but later painted in London.
